Komunikasi Pemerintahan di Era Digital: Government Public Relations, Kepercayaan Publik, dan Disinformasi

Penelitian ini bertujuan mengkaji secara konseptual perkembangan komunikasi pemerintahan (government communication) dalam satu dekade terakhir (2016–2026), dengan fokus pada evolusi Government Public Relations (GPR), dinamika kepercayaan publik, dan tantangan disinformasi pada era transformasi digital. Kajian bibliometrik terbaru menunjukkan riset GPR tumbuh signifikan sejak 2020, terutama dipicu pandemi COVID-19 dan meluasnya penggunaan media sosial pemerintah, namun jumlah publikasi yang terindeks Scopus sejak 1976 masih relatif terbatas dan terkonsentrasi di beberapa negara, dengan Indonesia sebagai kontributor riset terbesar kedua di dunia setelah Amerika Serikat. Penelitian ini menggunakan metode deskriptif-kualitatif berbasis tinjauan pustaka sistematis terhadap dokumen kebijakan, laporan lembaga internasional, dan artikel ilmiah kredibel yang terindeks basis data internasional maupun jurnal nasional terakreditasi. Hasil kajian menunjukkan bahwa komunikasi pemerintahan yang efektif ditopang oleh lima atribut utama, yaitu transparansi, akuntabilitas, partisipasi publik, responsivitas, dan komunikasi dua arah, sementara kepercayaan publik terhadap pemerintah, baik secara global maupun di Indonesia, tetap rentan tergerus oleh lemahnya komunikasi risiko, kesenjangan partisipasi politik, dan maraknya disinformasi digital. Penelitian ini menyusun kerangka konseptual integratif yang menghubungkan tiga dimensi, yaitu Government Public Relations, Kepercayaan Publik, dan Ekosistem Informasi Digital, sekaligus mengidentifikasi kesenjangan antara kapasitas riset dan praktik GPR di Indonesia sebagai dasar penguatan strategi komunikasi pemerintahan yang adaptif, inklusif, dan berbasis bukti.
